The skirt shape is very mid-Victorian (1850s, Id say) with the bell-shaped hoop: The center-parted overskirt isnt as typical of the mid-Victorian era as unparted overskirts or flounces, but you do see it: That off-the-shoulder neckline is also mid-Victorian, as seen in the plate above
